Is Marvel deliberately undermining Fox on the rights to the X-Men and The Fantastic Four?

Since Fox has the movie rights to these two properties it seems as if marvel is doing all they can to limit what fox can do with both those properties. Marvel seems to be doing this on two fronts in the pages of comic books and on your tv.In comics the Fantastic Four is now the FF the Future foundation because the human torch died. In the pages of the FF a team of heroes works to help humanity. This includes several characters that are not included in the rights Fox has such as Spider-Man, She-Hulk, and Ant-Man. In the X-Men comic books a big event took place a few years ago called decimation which reduced the number of mutants in the Marvel Universe down to about 200. This is a very convenient excuse for Marvel to not create any new mutant characters for Fox to use in their movies since new mutant characters are automatically included in the rights. Even more recently the X-Men are more intertwined with the Avengers than ever before in the wake of the A vs. X and A+X storylines. This is another example of Marvel using characters and situations in stories and new ways that Fox does not have access to and will be unable to adapt for possible future movies.
In animation the rights to the Fantastic Four and the X-Men are both controlled by Marvel. Currently there are neither a Fantastic Four nor an X-Men animated series on the air or in development. The most recent series was 2010’s Wolverine and the X-Men and the 2006-07 Fantastic Four World’s Greatest Heroes. It has been long enough for Marvel to launch new series. And with Marvel building a cartoon universe with the Ultimate Spider-Man, Avengers Assemble, and Hulk and The agents of S.M.A.S.H. it makes no sense that either of these properties not receive cartoon adaptations (Especially after the hulk got a team based one).It makes no sense unless Marvel is deliberately trying to limit the exposure of these two teams and to focus on properties Marvel does has the movie rights for. Also by limiting what the story options Fox can do with the Fantastic Four and the X-Men it makes it all that more likely that Marvel will regain the movie rights to these two properties in a timely manner. Either Marvel is doing this all intentionally or they are doing it unintentionally and this is all a big coincidence.
